On : 11.13.23.07.0 version, Billing

ACTUAL BEHAVIOR
---------------
Balance Register isn't updated with the usage event quantity in the Billing summary.

EXPECTED BEHAVIOR
-----------------------
The Balance should be calculated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have the following scenario:

Have a product "Electricity - Balanced" which has 2 charges "Balance" and "Balance Recurring". 'Balance' was using balance management framework with allowance of 1200 per year and 'Balance recurring' is not and just a usage charge.

Having this type of scenario, the Balance Register isn't updated with the usage event quantity in the Billing summary.
