User Appears Twice in BillToContactName Field List of Values (Doc ID 2998968.1)

Symptoms

ACTUAL BEHAVIOR
---------------
A duplicate of the same record is listed twice in the BillToContactName drop-down.

EXPECTED BEHAVIOR
-----------------------
Expect to have each contact be available to select in BillToContactName drop-down.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open BillToContactName drop-down.
2. Observe same contact name listed twice.
3. No change to BillToContactEmail when selecting one listing, and then selecting the other.
4. When using advanced search, able to select contact with same name and expected email populates correctly.
