Symptoms

Newly setup users are unable to access all the given features of General Ledger, even after assigning all correct seeded roles and privileges. 

The issue can be reproduced at will with the following steps:
1. Assign "Journals Administrator" to the newly created user.
2. Navigate to the General Accounting> Journals using the newly created user_id.
3. New user is unable to find Journals work-area.

Changes

 Application access setup done for new users.
