Able To Override The Accounted Dr/Cr Amount And Post The Journal Successfully (Doc ID 3031876.1)

Symptoms

User expects to have a system generated error if user overrides Accounted Cr/Dr values in a manual Journal, without changing the conversion type/rate to 'User' and try to Post it. Per current functionality, system does not change the conversion rate/ type from the default value when users override the accounted cr/dr. 

Steps to reproduce
The issue can be reproduced at will with the following steps:
General Accounting> Edit Journal> edit Accounted Dr/Cr and Post it.
System allows the edited journal to Post without considering conversion rate/type.
