HA Enabled HVM Guest Will Automatically Restart Unless Shutdown Using Oracle VM Manager (Doc ID 1276786.1)

After manually shutting down a fully-virtualized (HVM) domU guest using a command similar to:

in a high-availability (HA) server pool with the default on_poweroff setting in vm.cfg, the domU guest will be restarted automatically.  Other guest types, such as para-virtualized (PVM) or para/hardware-virtualized, do not exhibit this behavior: they do not restart automatically.
