Oracle VM for x86: Virtual Machines Are Taking A Long Time To Start (Doc ID 1303168.1)

Symptoms

When running many VM images on a VM Server you start to see slowness in startup of new images
even with plenty of memory.

When  running an  "xm list" you might notice the VM being started then goes to a "paused" state and waits for a few minutes before it finally starts up.

Looking at the xend logs we see that the domain creation is quick:
