Motif is the base graphical user interface toolkit for the Common Desktop Environment (CDE), CDE is a desktop environment, based on the Motif toolkit. This is similar to how KDE is based on Qt or GNOME is based on the GTK+ toolkit/widget library. Motif is just the foundation to create graphical applications - it provides the basic functionality like menus, buttons, scroll bars, etc. It's up to you what kind of application you create with it.

In case you want use/test Motif by starting mwm windows manager on another display number, this is howto about it.
