Guest VM cannot be started in non-clustered server pool and Oracle VM manager reports following error:

Job Internal Error (Operation) OVMAPI_4010E Attempt to send command: start_vm to server: <hostname> failed. OVMAPI_4004E Server Failed Command: start_vm <Repository UUID> <VM UUID>, Status: org.apache.xmlrpc.XmlRpcException: exceptions.RuntimeError:Command: ['xm', 'create', '/OVS/Repositories/<Repository UUID>/VirtualMachines/<VM UUID>/vm.cfg'] failed (1): stderr: Error: Acquire running lock failed: 256
