Logging on to Oracle VM Manager 3.X Console Fails with OVMAPI_6000E "Internal Error: Connection refused" (Doc ID 1477109.1)

Symptoms

Trying to logon to Oracle VM Manager console with correct username and password pair fails with error:

Unexpected error during login (com.oracle.ovm.mgr.api.exception.FailedOperationException: OVMAPI_6000E Internal Error: Connection refused Connection refused Sat Jul 21 18:53:39 EEST 2012), please consult logs for details. 

In the AdminServer-diagnostic.log below is seen:
