Oracle VM Server Fails to be Rediscovered due to Server Pool Virtual IP conflict (Doc ID 1520713.1)

Oracle VM Manager fails to Rediscover Oracle VM Server. The Server status is 'Starting' or 'Starting(Error)'

There's no much evidence that can be found on ovs-agent.log

On Oracle VM Manager side, some messages are logged like below:

 1) True IP conflict
 2) The Virtual IP is blocked by firewall
 3) A bug after upgrading to Oracle VM 3.2.1
 1. Find out the Virtual IP
 2. Check the IP on all Oracle VM Servers
 3. After fixing the Virtual IP conflict,   restart the ovs-agent and OVM Manager.
 3.1 Restart ovs-agent service on all Oracle VM Servers
 3.2 Rediscover all Oracle VM Servers from Oracle VM Manager user interface
 3.3 Restart Oracle VM Manager service if necessary
