KDUMP DOES NOT WORK WHEN DUMPING REMOTELY WITH THE BOOTPROTO=none SETTING

- Configure Kdump to dump the vmcore to remote server.
- After the system reboot into the dump-capture kernel(the first reboot) when a system crash is triggered, kdump does not dump to remote server.
- some warning messages can be observed in console as below:
eth0 failed to come up
