"Bad file descriptor" and "no reply; clock not set" in /var/log/messages on NTP Server

The following errors are received in /var/log/messages on NTP server:

     ntpd[132125]: ntpd exiting on signal 15
     ntpd[13278]: synchronized to, stratum 2
     ntpd[13278]: kernel time sync enabled 0001
     ntpd[13426]: sendto(203.200.XXX) (fd=-1): Bad file descriptor
     no reply; clock not set
