Oracle Linux 6: When Trying to Login To A Server, A User Has to Wait 10 Minutes If They Input The Wrong Password Before Being Able To Try Again (Doc ID 1541862.1)

Symptoms

On a server running Oracle Linux 6, users cannot login to a user account for 10 minutes, if they have mistakenly input the wrong password for the account when they first attempt to login. This issue occurs for all users, including the root user.

The following messages are seen in /var/log/secure at the time of the failed login attempt:
Jan 8 17:12:26 <HOSTNAME> sshd[82563]: pam_tally2(sshd:auth): user <USER> (1000) has time limit [595s left] since last failure.
Jan 8 17:12:32 <HOSTNAME> sshd[82563]: pam_tally2(sshd:auth): user <USER> (1000) has time limit [589s left] since last failure.
Jan 8 17:12:40 <HOSTNAME> sshd[82563]: pam_tally2(sshd:auth): user <USER> (1000) has time limit [581s left] since last failure.
Jan 8 17:12:47 <HOSTNAME> sshd[82563]: pam_tally2(sshd:auth): user <USER> (1000) has time limit [574s left] since last failure.
