Restarting iptables Causes Value Reset of /PROC/SYS/NET/IPV4/IP_CONNTRACK_MAX on Oracle VM 2.2 (Doc ID 1566695.1)

Symptoms

 The net.ipv4.ip_conntrack_max is set in /etc/sysctl.conf and is taken effect via
"sysctl -p".

After restarting iptables by "service iptables restart", the value of
/proc/sys/net/ipv4/ip_conntrack_max is reset to default value.

Changes

 Restarting iptables service on Oracle VM 2.2 server.
