Oracle VM Manager Cannot Start With "ORA-22924: snapshot too old" Messages in AdminServer Logs (Doc ID 1574349.1)

Symptoms

Oracle VM Manager cannot be accessed and the ovmm service gives "Timeout Error" while starting. There are "ORA-22924: snapshot too old" errors logged in AdminServer.log files.
