Disable Public Yum Repository on Oracle Linux 6.X

If the server uses an internal yum server and the public repository is not accessible from the internal network, then it may be needed to remove public yum repository. However the file /etc/yum.repos.d/public-yum-ol6.repo is re-created after an upgrade even if the file was deleted before upgrade.
The server was upgraded.
