Oracle Linux 6 RHCK system hang: processes blocked in ext4_file_open(), pick_next_task_fair()

A Red Hat Enterprise Linux 6 (RHEL6) or Oracle Linux 6 (OL6) system running the Red Hat Compatible Kernel (RHCK) e.g. kernel-2.6.32-358.0.1.el6.x86_64 becomes unresponsive.
The load average of the system steadily increases leading to system hang.
Messages such as the following are reported to the system log (/var/log/messages, dmesg) denoting many processes blocked waiting on pick_next_task_fair() and/or ext4_file_open():
Variables for which the issue is known to occur include the use of:
- RHEL6 / OL6 RHCK kernel
- Server hardware with Intel Xeon E5 family processors
