Symptoms

After new E-Business Suite installation or cloning under new Linux servers, Java based programs are running slower.  SQL traces do not show any issues and there is no spinning or memory consuming processes on the system. strace shows that Java threads are waiting on calls related with /dev/random.

Changes

 New Linux server is used.
