Could not Start ovmm Service if Standalone Oracle Database Service has Higher Value of Startup Priority than ovmm (Doc ID 1673559.1)

Issue Pattern 1:
A Custom installation of Oracle VM Manager to use an exist Oracle Database hosted on the same system.

Issue Pattern 2:
Afeter Oracle VM Manager installation, ovmm service fails to start after restart the host system:

[root@ovmm ~]# service ovmm status
Oracle VM Manager is not running...

Issue Pattern 3:
The following message appears in the AdminServer.log file:

java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection

Issue Pattern 4:
The Oracle Database startup priority has a higher value than that of Oracle VM Manager, which means Oracle VM Manager will initiate start before Oracle Database:
