'migration' Thread Hogs CPU When Running Many Programs Calling 'fork->execv' (Doc ID 1985225.1)

'migration' kernel thread is hogging CPU when running many programs in parallel which call fork->execv. 
The migration thread consumes several hundred milli
-seconds each time, which could disturb the running user program.
The total CPU time of the migration thread is very large  by using the top command like below.
