Hot Clone of VM Guest Does Not Work (Doc ID 2001635.1)

Oracle VM - Version 3.2.2 and later
Oracle Cloud Infrastructure - Version N/A and later
Linux x86-64

Symptoms

While to hot clone Virtual Machines, the following error is received:

The job doesn't do anything it just ends immediately with status "aborted":
OVMRU_005062E Cannot perform operation on disk: system (16), when it is being used by any running VMs. The disk is still being actively used by these VMs: [vm1]

Cloning the Virtual Machine while it is offline may fail with the same error as well.
