Oracle VM: OVM Manager GUI Not Loading in Browser

Symptoms
- OVM manager is not accessible through the web portal.
- OVM Manager login page keeps trying to connect for a few seconds then stops, never connects.
- OVM CLI works fine.
- OVMM service restart doesn't fix the issue.
OVS-AGENT log captures the below:
