Why under global heartbeat mode, OCFS2 heartbeat regions/volume(s) must be created before o2cb initiation, which is not a prerequisite when using local heartbeat mode

Under local heartbeat mode, mkfs.ocfs2 could be done later after o2cb initiation.
By contrast, under global heartbeat mode, OCFS2 heartbeat regions/volume(s) must be created before o2cb initiation.
