It is not possible to edit the settings of Oracle VM Server in the VM GUI with "Cannot allocate memory" and/or "rpmdb open failed" in the ovs-agent.log (Doc ID 2052824.1)

On Private Cloud Appliance, or Oracle VM, after a corruption or unavailability from the manager and/or the manager's database, all actions in the Oracle VM GUI are failing when attempting to alter configuration of one or more VM Servers.

Looking at the /var/log/ovs-agent.log on the Oracle VM Server, the following kind of error messages is reported :
