[PCA 2.x] Provision Compute Node Fails with "Failed to delete server: RuleException: OVMRU_000025E" (Doc ID 2063709.1)

Symptoms

 On Oracle Private Cloud Appliance, when a node provisioning or reprovisioning starts, it fails at the following step :

 The result is that the node is marked as dead in the ovca-node-db output and the Compute Node is marked with a red cross in the PCA Graphical User Interface.

The server is not listed as part of the pool on the VM Manager Graphical user interface, it is listed in the Unassigned Servers, e.g. :

Changes

Attempt to provision / reprovision the Compute Node.
