Oracle VM: Windows Guest with PV Driver Cannot be Restarted, Shutdown and/or Migrated Properly.

Applies to:Oracle VM - Version 3.3.1 to 3.3.3 [Release OVM33]
The Windows guest with PV driver (18.104.22.168) could not be shutdown, restarted and/or migrated properly and clearly from both OVM Manager Web UI and inside Windows OS.
There may also be issues with formatting disks from within the windows guest.
Same issue persists after its Windows OS upgraded to the latest patch level.
Take the following configs as an example to show the logs while shutdown guest.
Oracle VM Server Version and Build level: 3.3.1
Oracle VM Server Kernel version: 3.8.13-26.4.2.el6uek.x86_64
Oracle VM Manager Version: 22.214.171.1245
PV driver - 126.96.36.199
Guest OS - Windows Server 2008 R2 OS
Guest UUID - 0004fb00000600004b317124d16fc468
1) From OVM Manager Web UI, the shutdown job runs for long time and didn't complete. Logs attached below:
