O3L 2.0.1: Fail to Access Horizon with error "httpd (pid 1) already running" After Controller Node Reboot (Doc ID 2091094.1)

Symptoms

Fail to access horizon web page from browser after reboot Controller Node.

Check "# docker ps" command several times, horizon Container keeps restarting over and over again:

[root@o3lr2ctlr1 ~(keystone_admin)]$ docker ps | grep horizon
f4f9cf4429a1 o3lr2ctlr1.cn.oracle.com:5443/oracle/ol-openstack-horizon:2.0.1 "/start.sh" 4 hours ago Restarting (0) 57 seconds ago horizon

 

Check horizon Container log:

[root@o3lr2ctlr1 ~(keystone_admin)]$ docker logs horizon
httpd (pid 1) already running
httpd (pid 1) already running
httpd (pid 1) already running
httpd (pid 1) already running
httpd (pid 1) already running
httpd (pid 1) already running
httpd (pid 1) already running
httpd (pid 1) already running
