Name Service Caching Daemon Logging Too Frequently To /var/log/messages

- The name service caching daemon(nscd) could create lot of log entries in /var/log/messages because the service is configured to restart every hour and this action is logged.
- The reason that the messages are logged every hour is that the nscd service will be HUP-ed every hour by default or as per "restart-interval" parameter in /etc/nscd.conf.
