O3L 2.0.1: No Hypervisor Available after Deployment due to 'libvirtd' Running on Compute Node (Doc ID 2091989.1)

From OpenStack horizon Web GUI, no hypervisor available under Admin -> Hypervisors view.
From O3L CLI, same result:

Go to Compute Node, nova-libvirt status shown as Restarting constantly:
