Goal
On Oracle VM 3.X.X, when pinning vCPUs to particular virtual machines, e.g. when configuring hard partitioning, one can want to monitor the hypervisor server (VM Server, dom0) to determine if some CPUs are not used at all, e.g. in case there is the need to provision new Virtual Machines on this VM Server.
Note : This solution doesn't apply if there are no CPU pinning configured as the load should be spread across all CPUs / vCPUs.
