Virtual Machine performance issue with high cpu steal time and high idle time (Doc ID 2102235.1)

Customer has migrated VMs from OVM 2 to OVM 3.3. The performance after migration is very slow compared to performance on OVM 2.

Symptoms

 Looking at the output of top, we see very low system user time, very high idle time, and high cpu steal time

However, overall performance is slow

Changes

Virtual machines were migrated from OVM 2.x.x to OVM 3.3.1
