O3L 2.1.1: Docker 1.10 service as "docker dead but subsys locked" on Oracle VM Server 3.4.1 (Doc ID 2129361.1)

Docker version 1.10 service cannot start on Oracle VM Server 3.4.1 with error: docker dead but subsys locked:

[root@o3lr2ovs1 ~]# rpm -qa | grep docker-engine


[root@o3lr2ovs1 ~]# service docker restart
Stopping docker:                                           [FAILED]
Starting docker:    .                                  [  OK  ]
[root@o3lr2ovs1 ~]# service docker status
docker dead but subsys locked

Check docker logs:

[root@o3lr2ovs1 ~]# tail /var/log/docker

Delete /var/lib/docker/network/files/local-kv.db file and restart docker service does not fix issue.
