[PCA 2.x] How to Change Default Timezone?

After the first provisioning, Management nodes and Compute nodes are in UTC timezone, which may not be the timezone in which the machine is located. The solution describes how to change all the components in a safe and supported way on PCA to the timezone where the machine is located.
