A P2V Guest VM Unable To Boot With Error "Boot loader didn't return any data" After Converting From HVM To PVM

Symptoms
After Converting a physical machine to virtual machine through P2V, and then converting the HVM Guest to PVM Guest, the converted PVM Guest is unable to boot with below errors:
If the entry "kernel = '/usr/lib/xen/boot/hvmloader'" is removed manually from vm.cfg, the PVM Guest can start up successfully.
However, the issue reoccur after performing any changes on this PVM Guest through OVM Manager.
