Symptoms

In this example, vm1 and vm2 were created from the same template and are running on different OVS server:

vm1 (vm guest) is running on ovs1 (OVS)
vm2 (vm guest) is running on ovs2 (OVS)

By checking their scp, rsync and iperf, vm1 has half network transfer speed of vm2:
