Oracle VM: Same VM Could Be Booted Multiple Times At Once (Doc ID 2183431.1)

Symptoms

Be design, only a single instance of a VM guest can be running on any server in a cluster at any given time.  Should something like this happen:

We see the same VM guest ID 0004fb00000600009b1b082a3b70d934 running on both servers OVS_A and OVS_B.

Changes

 The high-availiblity (HA) feature has been enabled for the VM guest.
