[ PCA ] Compute node fails to provision with errors about "Failed to backup fabric device" and "Director is not online" in the ovca log file (Doc ID 2186618.1)

Symptoms

On Oracle Private Cloud Appliance, while normal operations appear to be functioning correctly, provisioning of any given new Compute Node fails.

Reviewing /var/log/ovca.log on the active management node, errors about backups failing are being reported such as the following example :
