Oracle VM Manager Fails to Restart after Restoring a Backup Due to Password Mismatch (Doc ID 2187092.1)

Private Cloud Appliance - Version 1.0.1 and later
Oracle VM - Version 3.2.1 and later
Linux x86-64

Symptoms

Oracle VM manager service ovmm cannot be up after restored from a database backup. Steps as below:

1) The rack was installed
2) You have changed the password for Oracle VM Manager or its related components Oracle WebLogic Server and Oracle MySQL database
3) Restore a database backup which was created before step 2
4) service ovmm took a long time to restart  and the port 7002 was not listening.
5) Oracle PCA service says everything is running
