How to Make "uln-yum-mirror" Script Download Excluded Packages (Doc ID 2187458.1)

Goal

Usually by setting exclude=kernel* in yum.conf  prevents kernel updates via yum command like "yum upgrade".

On a ULN yum mirror server,  the script uln-yum-mirror will also use the same yum.conf file by default. So if any exclude settings in yum.conf, the script will not download excluded packages. Which is not expected in a normal yum mirror server, because usually customer expected a yum mirror server to serve everything packages in its ULN channels.
