Oracle Linux: System Clock Drifts; Error "ntpd[XXX]: frequency error - XXX PPM exceeds tolerance 500 PPM"

The system clock is supposed to be constantly synchronized with three or more reference clocks but the server clock still drifts or is not otherwise corrected. Examining the system log in the /var/log/messages file shows:
