[PCA 2.x] Reprovision Compute Node "Failed to add ovcacnxxr1 to the cluster" (Doc ID 2192277.1)

Symptoms

On Oracle PCA, when attempting to reprovision a compute node with the --force option, it fails to get provisioned with the following output in the /var/log/ovca.log :
