Attempting to Reprovision Compute Nodes Appears to Be Stopping at "new" in the "ovca-node-db list" Command (Doc ID 2198176.1)

Symptoms

 On Oracle Private Cloud Appliance, when attempting to reprovision a compute node, after marking it dirty and dead, and submitting a reprovisioning job through the pca-admin command line interface, it appears to be hanging at this stage :

# pca-node-db list

 the ovca.log does not record any changes. However the following kind of repeated entry can be seen :

[2016-10-27 14:20:19 1063573] INFO (nodestateserver:809) Node state server disabled. Found provisioning lock.
