Attempting to Reprovision Compute Nodes Appears to Be Stopping at "new" in the "ovca-node-db list" Command (Doc ID 2198176.1)

 On Oracle Private Cloud Appliance, when attempting to reprovision a compute node, after marking it dirty and dead, and submitting a reprovisioning job through the pca-admin command line interface, it appears to be hanging at this stage :

# pca-node-db list
mac=00:10:e0:95:b7:d5 ip= link= name= type= state=new

mac=00:10:e0:95:c1:d8 ip= link=00:10:e0:95:c1:dd name=ovcamn05r1 type=mgmt state=RUNNING
mac=00:10:e0:95:c1:dd ip= link=00:10:e0:95:c1:d8 name=ilom-ovcamn05r1 type=mgmt_ilom state=running
mac=00:10:e0:95:b1:28 ip= link=00:10:e0:95:b1:2d name=ovcamn06r1 type=mgmt state=RUNNING
mac=00:10:e0:95:b1:2d ip= link=00:10:e0:95:b1:28 name=ilom-ovcamn06r1 type=mgmt_ilom state=running
mac=00:10:e0:95:b2:5f ip= link= name= type= state=new

 the ovca.log does not record any changes. However the following kind of repeated entry can be seen :

[2016-10-27 14:20:19 1063573] INFO (nodestateserver:809) Node state server disabled. Found provisioning lock.
