Attempting to Reprovision Compute Nodes Appears to Be Stopping at "new" in the "ovca-node-db list" Command

On Oracle Private Cloud Appliance, when attempting to reprovision a compute node, after marking it dirty and dead, and submitting a reprovisioning job through the pca-admin command line interface, it appears to be hanging at this stage :
