[PCA] Attempting to Add a CN to a Network fails with "Error (NETWORK_000): Exception while trying to add network to compute node"and "OVMRU_001014E: Storage_Network_vgrp - Duplicate VLAN ID 1" (Doc ID 2198289.1)

Symptoms

On Oracle Private Cloud Appliance, all releases supporting custom networks.

When attempting to add a Compute Node to a Network using a pca-admin command such as :

# pca-admin add network Storage_Network ovcacn28r1

It fails with an error similar to :

Status: Failure
Error Message: Error (NETWORK_000): Exception while trying to add network Storage_Network to compute node ovcacn28r1: 'Failed to create vlansegment Storage_Network_vseg_1: create vlansegment name=Storage_Network_vseg_1 index=1 on vlangroup name=Storage_Network_vgrp\n\rCommand: create vlansegment name=Storage_Network_vseg_1 index=1 on vlangroup name=Storage_Network_vgrp\n\rStatus: Failure\n\rTime: 2016-10-26 15:15:04,302 UTC\n\rError Msg: com.oracle.ovm.mgr.api.exception.RuleException: OVMRU_001014E: Storage_Network_vgrp - Duplicate VLAN ID 1. [Wed Oct 26 15:15:03 UTC 2016]\n\r'

Looking in the definition of the Network in the Oracle VM Manager Graphical User Interface, it already has a VLAN group assigned to that Network with a VLAN Segment, but that VLAN Segment's name does not match the name reported in the error :

Storage_Network_vseg_1
