SYSTEMD-UDEVD Cannot rename devices when the new name is in use (Doc ID 2213541.1)

Symptoms

When a customer added a new interface to a vmware virtual machine, the interfaces did not come up after the VM was rebooted even though it was properly configured in /etc/sysconfig/network-scripts/ifcfg-eth* and /etc/udev/rules.d/* files.

The following error was logged in /var/log/messages during the boot up process

Nov 1 14:14:20 localhost systemd-udevd: Error changing net interface name 'eth1' to 'eth0': File exists
Nov 1 14:14:20 localhost systemd-udevd: could not rename interface '3' from 'eth1' to 'eth0': File exists

 

Changes

 THe customer added a new network interface to the system and then rebooted the system.
