Discoverer Server Hangs On "Discovering Type: FILE_SYSTEMS" (Doc ID 2218966.1)

Oracle VM - Version 3.1.1 and later
Oracle Cloud Infrastructure - Version N/A and later
Linux x86-64

Symptoms

When try to discover a Oracle VM Server it show the following message in the manager:

Discovering type: FILE_SYSTEMS

And it shows a 0% in the "Complete" column and it never finishes.

In the Ovs-agent log on target server shows:
