No Ip Address or Wrong IP Address at the first reboot or after the package upgrade

Information in this document applies to any platform.
No ip address or an incorrect ip address is present at the first reboot or after a system upgrade.
This problem can occur when a network interface is configured to use a static ip address instead of using the dhcp-client service to obtain a dynamically assigned ip address.
This issue can occur at he first reboot after a system install or after a system upgrade.
