Oracle VM Manager: Continous user lockout after password change

After Password reset. The manager user (here admin) gets continuously locked out. AdminServer will give the following error at this point:
The user can be un-locked using the Doc ID 1378275.1.
However after few minutes, it gets locked again.
User (here admin) password was reset.
