Not Able To Read Large Files Even as Root User (Doc ID 2244044.1)

Symptoms

While importing a dump file "exportDB.dmp" created from an exported database in the same server, the below errors combination occured:

Also as "root" user when trying to open for edition(eg. vi) the dump file, it fails with a permission denied. Even when changing UGO to full permissions also fails.

Changes

The filesystem where the dump file is the "/" and with EXT4 and not XFS, OL7 standard.
