Symptoms

 Numbering of core ids per physical id is other than expected:
0,1,10,11,16,17,18,19,2,20,24,25,26,27,3,4,8,9
This is an unusual order for counting and also also expecting sequence 0-17 instead of 0-27 with gaps.
