Only One VM's Oracle VM manager's Console works on One Oracle VM server (Doc ID 2261678.1)

Symptoms

Only one VM's Oracle VM manager's Console works on one Oracle VM server . For example  when you start one VM db11 on Oracle VM server server1 ,Oracle VM manager's console for VM db11 works but does not work with the second VM db12 and show console as below:

But when you start VM db12 as the first VM , then console for db12 works . Start VM db11 as second VM and console does not work with second VM db11 and show same console as above .
